Yes largely because democrat voters are the key beneficiery of government handouts and they aren't stupid either. They understand the system as well as Trump understands the tax code loop holes. So if the system is designed NOT to FIND FRAUD, you can be 100% certain its occurring.

Wife had a friend down on her luck stay with us for a few months... was raking in >$900 a month in EBT. She would sell some for smokes and booze when she was short at the end of the month. While she stayed with us, we ate steaks on her (and unironically, you)...
