I have been to Cozumel and Belize. Cozumel is too touristy for me.

Roatan is GREAT diving. Small little island, spent 10 days there a few years ago. It’s great. Mexico is always good - maya better than most because of the history.
As to the comment about Cozumel being too touristy, the truth is, all stops on a cruise are touristy - I went to Cozumel for a week once (great island to rent a scooter and explore). It was chill and fun and gringos were treated well - right up until the cruise landed. Then it was a different feel altogether. But if a cruise is what you want, know it’ll be touristy, roll with it and have fun.
