Where to complain?

Hey, I don't think I can do a review on a provider I never actually got to see, and bad TCB skills doesn't sound serious enough for an alert. Where is the appropriate place to do this?

Lets see if I got it right. If no PA, COED for the on the open board drama. If ya got PA little boys room for the delayed till leaked PM or email drama. And ya will take the beatings by ya self. Or go for the open board drama.
