Whistling??

It was a warm day today so I decided to take a drive down zarz and see what was there. I spotted a hot Latina appox 30 with long black hair, black sweater, grey jeans with a shiny belt walking. I drove by her a couple times and she saw me but didn't stop, and when she walked by she would put her fingers to her lips and whistle pretty loudly. Not sure what it meant. Any clue?

C'mon frog, surely a lady has told you to go whistle before!

why do people think there are hidden meanings to a whistle...no hidden meaning...just means" over here" or "come here" I serious doubt a cop would whistle at you.
