I'm leaving out the handle of the person who sent it. But I checked and the person who sent it doesn't seem to be a verified provider. In fact the name dosen't bring up anyone with the name given.
Is this on the up and up?

It is spam. Once in a while someone will sign up and start sending such things to other members. If you receive one, report it to Staff and we can address it. Use the icon that appears to the upper right of the PM.
