If a Provider had a very Regular Customer about three years ago. He lives OOT and They needed him western union some money $400 "This was 3 years ago". The provider told him they would Pay him Back. Well soon after trying to contact him to pay back the Money his SO had found out about his hobbying and he disconnected his number. They lost contact and Now he just found her.

Do you think she should be Obligated to pay back after three years?

Of course. Time and circumstances do not carry the authority to cancel a debt. Only the creditor can cancel the debt.

I would hope someone would pay me back....
I would give a reasonable amount of time before expecting the money though.

A debt is a debt, if your short on cash, maybe you can barter the debt down or settle in full!
The one thing you have that no one can take from you is your word!!
