The House has sent five budgets and 27 job stimulating bills to the Senate since January of last year. All of them are still sitting in the Senate. Care to explain?

Take a look at the voting record of the 110th Congress. The minority republicans imposed cloture 108 times against Dem proposals.
Its called Bolck and Blame in the political arena.
The current House is sending proposals to the Senate packed with their pet projects and know full well it will wind up back in their laps to be reconfigured or eventually die without a vote.
I ask everyone again. Were it a Dem House and Republican Senate, would the Republican Senate sign everything (spending/budget related) the Dem House sent them?
