How does one start reviews or threads for cities or states that are not categorized?

If it is a big enough city, suggest it for a section of its own.
In the interim I suggest putting it (particularly ISO's) in the nearest major metro area, but do the other readers the courtesy of putting the city name in the title so readers that don't care about your exploits 300 miles away can skip it.
