Infractions on profile

I would like to know why some profiles show infractions (mine for an expired ad posting violation) and others do not. Such as people who received bannings for a while and are now back on eccie? Shouldn't that show up on infractions? Not that I really care...but fair is fair.

Users only see their own infractions.
