The Comfort Suites off of 10th and Wanamaker is safe and is a nice place. It's near all the stuff on the Wanamaker strip.

Holiday Inn West and downtown Ramada Inn have very reasonable rates. Check hotwire too. Its prepaid but good rates in my opinion.
