What can you do if banned?

If a member is banned, can they still log in and do things like change their avatar pic? Check PM's? I thought banning preventes access to the site completly.

I would assume they just cannot log in?

The cannot log in, which prevents things like avatar changes, PM reading, etc.

It does NOT prevent them from browsing the site.

I thought it meant they needed to create a new handle & ID so they could continue their banning ways.

In reality, I would assume it means that handle cannot be logged in, so they couldn't do anything from or with that handle.
