So they are going to issue tickets, instead of hauling Pot Heads to jail.

What happens when you don't pay a ticket? They issue a warrant. Then you go to jail.

Do you think a bunch of pot heads will pay the tickets. No. Then they get a warrant issued, and they are in jail anyway.

That is unless Mayor Rob says, "don't issue any warrants". What are the odds?
