Paul Ryan's budget plan passed in the House on April 15, 2012 with a 235 to 193 vote. Romney is running for the presidency. No one proposes budgets when they're running for the presidency.

The Democratically controlled Senate hasn't passed a budget since April 29, 2009. That's unprecedented. The Senate is required by, law, to pass a budget. The Democrats have no respect for the law.
