how to place a photo for my avatar

Maybe its because I'm using my cell, but I just got to ask..... how to put a picture in my avatar? I tried. Seems simple but I can't figure it out.

The process of uploading your own image as your avatar is meant for doing it from a computer. I do not know if that process is meant for use from a cell phone. Which phone are you using?
