What does "UTR" mean? I take it as maybe meaning "unable to respond," but am I right? And exactly what does that mean in practice?

UTR = under the radar. Generally refers to a provider that requires great discretion and does not advertise her services. In some cases, the provider also does not want to be reviewed.
