27. The black market sale of stolen weapons to criminals will be bumped up to a federal beef with an automatic sentence of ten years.

My suggestions deal with criminal acts and not to harass honest citizens. I am not a Congressman or Vice President. I didn't have a team of "experts" to advise me but I have commone sense, imagination, and a fairly good understanding of human nature and the Constitution.
