I am very reference friendly!! Pet peeve is when the lady doesn't give me her information and I have to research her to see if she is legit. If I cannot find her, I contact the client to see if he is requesting her company.
If a provider does not respond or give a reference - I tell the client and let him decide what he thinks about her. To me, it doesn't reflect well on her.
Lately, I've used a provider and she contacted the client within minutes after giving the reference saying that he needs to book her as well. Not undercutting me, but to me it isn't kosher. She did that with another client about a year ago. One thought it was funny, the other was pissed.

As far as the other provider you mentioned, I don't think that's an ethical business practice either. I'd be pissed too.
