Pause and ask yourself - "Who fucked them up to begin with"? Most of those cites and the states they are in have been controlled by Democrats for decades. They have turned to shit, but the reasons they are bad (in your mind) are the fault of the GOP and NOT the Democrats? How blindly partisan can you be?
And how exactly does the GOP starve them for money? They have control of ONE house of Congress. The Dems have the POTUS, the Senate, and control over the legislatures and governorships of Illinois, Michigan, and California. Those cities have been sliding into the abyss for years. And during that time there were 2 Democratic presidents and Bush never vetoed a single spending bill. The Democrats almost always controlled at least one house Congress. And yet somehow the Democrats dodge blame and the GOP gets it.

None of those cities needs to be "rebuilt". They are structurally fine. However, they are financially broken because of public sector unions and taxpayers leaving those cities. How does federal money get rid of bad labor contracts and cops and firemen that can retire on a 1/2 or 3/4 pension after only 20 years of service? They are in their early or mid 40s and the cities must pay them pension and benefits for another 40 years. If you give them federal money, then the unions have no reason to agree to taking pay and benefit cuts. They'll just let the other 47 states fund their deficits through Washington DC.
Fuck them, if Texas can hold the line on spending on cops, firemen, and teachers, then I don't want my federal tax dollars to go to cops, firemen and teachers in CA, IL or NY. If I MUST spend federal tax money on state & city employees, then I want to spend it HERE in Texas where I get the benefit of the extra cops, firemen and teachers.
I don't get to vote in NY elections and can't control their spending, so NY doesn't get to spend my tax money on its state employees. No taxation without representation, or hadn't you heard?
And NY doesn't need to be rebuilt at all - financially or structurally. It is doing quite fine: neighborhoods continue to gentrify, crime is down, and the subways are clean.
I suspect NY is on the list because people like to bitch about the cost of living and the hassle of getting around the city and fighting the crowds.
