But upon closer inspection, you realize that these are no crossing guards. And the way they're flagging down passing motorists leads you to believe that they've got another mission in mind. Ok, so this scenario has been embellished quite a bit. But if you're visiting Spain any time soon (where prostitution is legal), you'll see how easily this image could be mistaken. In Spain, the law states that any pedestrians walking along major highways (or shoulders) are required to wear reflective vests.
