It's an option for folks that don't have a record and r willing to go I counseling instead of the old DWI route. It's modeled after a similar deal in Seattle. It's suppose to save taxpayers $$$ in the long run. I remember my parents mixing drinks in the front seat while we traveled and arriving drunk.
