stars on ads

I asked this once before and got no real answer. I see Bella has posted an ad today and it has a one star rating. I open the ad and the rate button is not there. How do I vote? If I can't vote, who put the rating on the ad?

Actually I do not see it on the women's ads. It is there on all other forum posts, but not the ads.
