Providers that don't provide?

I have known of some UTR providers that at least have a showcase or available for some type of appointment but never heard of a provider that does not provide. Would that mean she is not a provider but a poster or imposter? Ijs it's odd to me to claim to be all that but yet not one hobbyist can vouch for or give a positive reference to see her!

therefore a provider who isn't currently providing
