They won't be consistent.
They also won't pay the same for coaches and players. That's equity. And then merit within equity.

Goodell explained the spirit and REASON for the Rooney Rule
- to have teams INTERVIEW some minority candidates.
That said - Goodell also stated that teams are free
to HIRE WHOMEVER THEY WISH. (Except for a manager who
surely wants to bring back the "Redskins" name)
So, in HIS opinion (Goodell's) the Rooney Rule means
INTERVIEWING and not necessarily HIRING.
