She could have been vouched by a provider or hobbyist.
She could have had her own website and reviews on another site.
She could have previously been another provider that has come back.
The list goes on and on.

Reviews are only one way by which a provider can get to be a VP. Also, reviews from other review sites count so their review total on Eccie means nothing as far as the site is concerned.
