Google promoting prostitution in MO or KS. That is what providing them a room is considered. Supplying a ride. Aiding in anyway. Just to offer this is enough for a criminal complaint. All this information is at your fingertips. Take some time to look all this up.
^^^ they are doing this in most jurisdictions. They have been for at least a decade. When they have a sting op, they have officers in the hotel and also in the parking lot. If a girl has a drivier, they wait for confirmation of her arrest and radio down and arrest anyone I. The car for promotion.

If a cop answers and add and the girl offers to bring another girl, they will pop girl two for soliciting and girl one for soliciting and promotion.

If you see a girl and get a room and stupidly let her stay there and she’s caught in a sting op, you can be sure they’ll come after you for promotion.

Voided? Nope.
Sexist? Some components are, but there's also components directly targeting "management".

But, although originally targeted at traffickers, not well written to start. The amendments in the 70s/80s allowed additional prosecutions. And yes, some components are moralistic legislation.

When local Leo wants assistance from the feds, it is components of this act, that local leo asks for assistance with. And once the Feds are in a case, someone almost always gets bracelets.

Promoting prostitution, Mann act, soliciting, etc. are not necessarily trafficking. The OP asked if we encourage trafficking, that's different than encouraging prostitution. Both are illegal in most jurisdictions, but most here probably have no problem with prostitution. However, those who have issues with prostitution will use trafficking and prostitution interchangeably in their efforts to shut down sex workers. Politicians, media, etc. will not distinguish the two.
