The full context of the clip shows a focus on equity, which gave every group he focused on a sense of priority. So he tossed around a lot of red meat to his base. But that same meat whips up the equality crowd who see equity as unfair intervention and favoritism.

And if you have too many priorities some see it as pandering without an intent to deliver since there are no priorities when everything is top priority.
