The Buffalo Bills farmed out the "the eye candy" as they always hired an outside production/entertainment firm to provide and manage the cheerleaders.

Not that awful long ago, there was trouble between the two sides, but I don't remember over what.

There are other teams in the NFL with no cheerleaders. Most likely, the Bills org. didn't think it was/is necessary to reinstate.
