In addition to what you've pointed out, the FEDs are now aggressively going after foreign organized crime syndicates and the Chinese run one of the largest and most sophisticated ones in the world. They also have a huge foothold across North America. Problem is LE will only get the lower layer players, as well as victims, of the organization and never anywhere near the top people.
