Yes, as an above post by Waco mentions, there was a another module still at the station. However, there's always required to be one to use as a life boat just in case. So yes they needed to do the planned logistics thing and it does take several months to prepare and execute a launch. Interrupting previously planned billion dollar projects is not the way to go.

Let's get to the real issue, Boeing screwed up big time. Which is what caused the situation.
