The national guard doesn't flip-flop according to court decisions being appealed/reversed en route to the SCOTUS. National Guard troops follow the orders of their commanding officers.

I would say yes - you're probably right on the ICE part, but wrong on the National Guard side due to no request by the Governors or Mayors. THe posse comitatus act has some pretty specific rules for american troops or NG being deployed. We've already seen it in the courts- and states still have rights on what the FEDs can do with regard to that. ICE - is a different animal, but yes- NOEM and the bribester Tommy-Boy Hoeman are allowed to be able to shoot puppies, and preachers, and threaten americans and drive them around and just drop them off afterwards if they like.
