In addition to burner phones, hobbyists and providers need to stop using basic sms messaging. Telegram is a much better choice because you can delete an entire conversation for both people on all devices. It doesn't completely insulate you but it's a hell of a lot better than standard sms.

Making an offer to pay for a sexual act is all that's needed for a solicitation charge.

A person commits an offense if the person knowingly offers or agrees to pay a fee to another person for the purpose of engaging in sexual conduct with that person or another.

If he acts on it based on his belief about her age, then it’s not just a thought crime. Many stings are set up to capture predators who think they are talking with a younger person.
