The Mueller report found NO evidence of conspiracy/collusion between the 2016 Trump campaign and the Russians. Mueller's team had two years, unlimited funding, and far-reaching powers to subpoena evidence, call witnesses, conduct gestapo-style dawn raids on suspects, and toss people into jail for not cooperating sufficiently. Mueller was a SPECIAL COUNSEL, meaning his powers could not be curtailed by the legislature - so what the fuck are you even talking about??
