She did let them accept some money for the pre 13 set to learn abstinence but not the post 13 set when the condom was shown on the cucumber.

LOL, Catnip. Is that a challenge? You should know my opinion on that. I fully support the program, but there is no justification in the Constitution that provides for federal funds to support it. This is a local matter. If the federal government stayed within its constitutional boundaries, the states would have the means to implement and support much more effective programs along this line.
However, given how the situation is now, if voters want to "retaliate" against something they disagree with, isn't that how democracy is supposed to work? I wouldn't vote the way they want me to, but they have the right to vote how they want on any criteria they want. If you don't like it, get more people to vote on your side, and they will lose.
For the record, I am adamantly OPPOSED to venereal disease and unwanted pregnancies. Shocking, I know, but it is what I believe.

When it was time to get laid for the first time, I had to go to the drugstore and actually BUY them from some 80 year old lady that was obviously someone's grandmother, and then figure out how to put it on myself and use it.
And yet, I never got anyone pregnant unintentionally, nor have I ever had nor passed a VD.
That which is provided 'free' is valueless. Our country's teen pregancy and illegitimacy rates have grown alongside gubmint funded programs to prevent them. I wonder why?

As Madison said, the Constitution provides for a government of ENUMERATED powers. That means the federal government cannot go outside of its predetermined limitations. All other powers belong to the states or the people. If there is a program that is good and beneficial, but not within the federal government's constitutional limitations, then the states can enact it. Just because it is a good thing to do doesn't mean the federal government has to do it.

Here is the overriding issue where logic fails Constitutionalists... times change. With it, the Constitution needs to change as well. It is not a perfect document and constantly saying it is not in the Constitution is just not rational. The above I mentioned are prime examples. Are you seriously trying to compare a small number of states with an agrarian society with the the issues we face today? Do you think the founding fathers thought the first amendment was going to be used by paparazzi? Or for porn, not that we don't love porn?
If you want to change the Constitution, amend it. Our Founders knew it was imperfect, that's why they provided for the amendment process. Otherwise, there is very little that the states couldn't do. They don't face the same restrictions as the Feds. And principles are timeless. But if we are a government of laws, then we can't ignore the Constitution when it doesn't suit us. Otherwise, the government will become corrupt and think it can do anything it wants. Uh oh, too late. Dammit.
