I am the one that asked the you look into a recent thread and the 30 day bump, so I'm the uneducated and mistaken one.

I think that the intent to limit bumping review threads is a good one. Things change quickly and it is best to work with "fresh" information. Once a review passes a certain age, it can be risky to assume that things are still the same.

And if you need an "update" on someone from an older review..... well, there is a place for that, and it is called "Requests and ISO's."

Limiting the time for bumping reviews keeps the site cleaner and keeps fresh info flowing.

BTW, we are much less strict about it in this area. In other places, the Mods get pretty irate and issue points routinely. I don't agree with that. Usually it is just an honest mistake.
