You have it half right. It's not just property rights. All of the free world has personal property rights. It's owning what's below the surface (mineral rights) that separates us from the majority of the rest of the free world.

As of the Modern Era individual freedoms are afforded in large parts of the world. We didn't invent it. Without the Renaissance, the Enlightenment and the Protestant Reformation, none of ideals that formed our nation would have even been thought up at the time the Old World discovered the vast resources of the New World. Republics got a foot hold because a new frontier opened up with the New World and new idea that had been forming for some time in Europe.

We are run by agencies now. Congress passes a law that they have no real idea what the ramifications are and then they pass the interpenetration to the agencies to enforce the laws as they see fit.
