He cant spend shit.The president doesn't technically spend but he can prevent Congress from spending. The president has the power to veto any spending bill from Congress. That's why runaway spending was partly Bush's fault. He didn't use his veto power to reign in spending. Deficit spending was also a problem in the Reagan administration. At least Reagan was building up the military with part of the money.
Congress appropriates the money.

You're going to have to be way more specific. You say Romney will increase Obama's "current plan" by 25%. What does "current plan" mean? Twenty five percent of what? The debt? The yearly deficit? Total spending?
