I want it to be a camp where they come, have a stable roof over their head, are fed healthy foods, and can learn in an environment where they feel safe to ask all the newbie questions they want.
There would have to be a class on how to get a real job with a prostitution or drug charge on your record.
There would also be an post graduation class where they learn how to write a resume and practice interviewing skills. There would also be a career center available where the girls would have help in finding a real world job using their new certification.

This is along the lines of the classes you may find with certain rehab programs and while sponsorship is sometimes available, most acquire their major funding through other social service programs or even LE facility connections. See red above.
There can never be enough of the kind of help of which you speak but including programs that "help" with "practicing" parts of the sex worker industry would be almost like having some sort of post-conviction class teaching counterfeiters to cut the edges of their fake Benjamins straighter.
The two concepts could reinforce some of the conventional wisdom that says penal institutions are good training grounds for breeding more sophisticated crooks. The interaction allows them to share information on how to be better at breaking the law.
All in all, it is a worthwhile idea with very well-conceived and needed training. However, it would be hard to mix the two concepts you put forth and do it safely. Certainly, getting sponsorship would be tough while the two were linked.
Partnering the training portion with existing businesses that offer screening services and that have secure offshore or international websites that don't interfere with U.S.regulations might be a better way to train on safety, security and training issues.
