I use Priceline and get the Quarter or CBD for either $50 or $60 all the time. Parking is on top of that and will be $25 to $30 a day in those areas. Last trip I was at the Sheraton on Canal which is two blocks from Bourbon for $60 a night.
Priceline...choose 3.5 stars or higher in fq or convention center. $75 will get Marriott, Hilton, or similar. Park free at the casino!! Summer you can usually get these for 60 mid week

Omni Royal Crescent right across Canal St from the FQ is $79/night!
Plus parking pf course...
It is pretty quiet but close to Bourbon St.

I have been here for two weeks now and it is pretty quiet. You do need a room key to get in the front door past 11pm, but not before that and not for the elevators...
If noise is a concern then just make sure that your hotel isn't on Bourbon street. It's amazing to hear how loud it is on Bourbon and if you go one block over in either direction (Dauphine or Royal) how quiet it is. My favorite hotel in the Quarter is the Maison-Dupuy but I'm not sure if that fits in your price range.
Time of the year and date is everything. If it's a Saints weekend, there is no place under 75 worth staying at. If a big conference or special holiday, the same.

My top 3 under a $100 stays include:

Royal Sonesta (89), but only once
Monteleone (89), but only once
OMNO Royal (99), one time

But really, finding a good place under 75, that's going to be hard. Over off of St Charles in the garden district are some bargains, and since you will have a car, it might not be so bad. Taxis are reasonable.

My recommendation, slurge and stay in the Quarter.
