Enlighten me. Why would one vote present instead of yes or no?

Taking a stand for neutrality is one. Not caring is another. Allowing for a quorum while not increasing hurdles needed to pass is another. Voting without disrespecting the will of the majority of one's constituents is another. Plenty more.
There's a long history of present votes. It's part of the process.
